Ngày 1/7/2026, Luật Công nghệ cao sửa đổi sẽ chính thức có hiệu lực. Luật này không chỉ tập trung vào việc thúc đẩy nghiên cứu và phát triển công nghệ cao mà còn đưa ra khái niệm mới về 'công nghệ chiến lược', nhằm củng cố vị thế của Việt Nam trong chuỗi giá trị toàn cầu.

Law No. 13/2025 on High Technology, which comes into force on July 1, 2026, highlights the promotion of high and strategic technologies through preferential policies for businesses and the development of a technology ecosystem.

The law includes six chapters and 27 articles, focusing on the entire development chain of high-tech, from policy establishment to the development of high and strategic technologies, product creation, and the building of a high-tech ecosystem. Key among these is the definition of 'strategic technology' for the first time in Vietnamese legal framework.

• High-tech must meet criteria such as playing a crucial role in achieving national goals, enhancing composite productivity, and driving economic restructuring; ensuring defense and security; aligning with the country's science, technology, and innovation development strategy; and being suitable to Vietnam's realities. Additionally, high-tech that is prioritized for investment and development must also achieve additional criteria such as research, mastering, or localization capabilities; forming a new industry, value chain, or service with international competitiveness potential; or attracting foreign investment through technology transfer.
• Strategic technology must meet one of several criteria including having a breakthrough impact on socioeconomic development; creating long-term national competitive advantages; forming new production methods, industries, and value chains; or developing from core technologies researched and mastered by domestic organizations or individuals to create strategic products.

This will be overseen by the Ministry of Science and Technology, which is responsible for periodically reviewing and updating the list of technologies based on socio-economic development trends.
